THE POSITION
The Environmental & Social Safeguards (ESS) Officer is a technical officer who will assist the ESS Specialist to mainstream climate resiliency in all DFC’s operations consistent with the Corporation’s strategic objectives. This includes the financing of economically viable, technically feasible, environmentally sustainable, and climate resilient investments in Belize, the promotion of greening initiatives (e.g. waste management, sustainable procurement, energy conservation) to operate in an environmental and socially sustainable manner, and the implementation of DFC’s climate footprint and Go Green Action Plan to improve the Corporation’s carbon footprint and establish the organization as a responsible social partner.
The applicant must have strong knowledge of environmental and climate-related matters, including Belize’s Environmental laws/ regulations, national climate commitments, and supporting policies, a background in project development/project management skills, complemented with excellent analytical and communication skills.

Education & Experience
- A Bachelor’s Degree in Climate or Environmental Science, or Natural Resource Management, or related field.
- Experience in development banking would be an asset.
- Working knowledge of the International Finance Corporation’s (IFC) Performance Standards is a distinct advantage.
Also knowledgeable in:
- Sustainable development, biodiversity conservation, and climate finance
- Implementing international safeguards policies/standards
- Policies, legislation and procedures associated with environmental management
- Ability to generate and sustain ongoing consultation and meaningful participatory processes with a wide cross section of stakeholders
- Monitoring and Evaluation Frameworks
Key Responsibilities Include:
The ESS Officer will assist the ESS Specialist in generating awareness amongst management, staff and the public about environmental sustainability, the impact of climate change, and promote gender inclusive mitigation and adaptation interventions to minimize climate impacts and engender environmental and social sustainability. To facilitate this process, the ESS Officer will assist the ESS Specialist with the following:
- Monitor DFC’s loan projects and investments for compliance with DFC’s Environmental and Social Management System (ESMS).
- Provide guidance and procedures for managing mitigation measures and actions stemming from the E&S risk categorization process.
- Collect and analyze environmental and social data from DFC’s project interventions.
- Represent DFC on relevant national Climate/ Environmental related conferences and workshop, Committees or Working Groups.
- Assist in enhancing staff capability in evaluating project interventions for climate change and environmental risk.
- Assist in the preparation of work plans, procurement plans, progress reports, annual reports, project completion reports and other reports that may be required.
- Support the development and implementation of innovative and impactful projects that can qualify for bilateral or multilateral climate and/or developmental financing including funding from GCF.

- Excellent time management skills with a proven ability to meet deadlines
- Ability to function well in a fast-paced environment
- Proficient with Microsoft Office Suite or related software
