Henry N. Anderson – Chairman of the Board

Chairman Henry Anderson was appointed on February 1, 2021. He is currently the General Manager for Belize Estate Company Ltd. He has over twenty years of experience in senior executive positions such as Chief Executive Officer for the Citrus Growers Association, the Ministry of Health, and the Ministry of Communications. He was also the Provost of the University of Belize. As an educator, he lectured at the University College of Belize and the University of the West Indies Cave Hill Executive MBA and International MBA programs.

Chairman Anderson has served on numerous Boards both regionally and locally, including the Citrus Products of Belize Ltd., the Belize Citrus Growers Association Investment Company Ltd., the Board of Trustees of the University of Belize, the Health Sector Reform Policy Committee, the Council of the Caribbean Epidemiological Center, the Corporacion Centroamericana de Servicios de Navegacion Aera (COCESNA), the Social Investment Fund, and the Belize Agricultural Health Authority. He is also a former Chairman and current Director of the Galen University Board of Trustees.

Chairman Anderson is a Fulbright Scholar and holds an MBA from the Babson F. W. Olin School of Business in Wellesley, Massachusetts. He also holds a post-graduate diploma in Health Administration from the Galilee Institute of Management in Israel.

Raineldo Guerrero – Deputy Chairman, Belize Tourism Industry Association (BTIA)

Director Raineldo Guerrero was appointed on April 1, 2019, as a Private Sector Director, nominated by the Belize Tourism Industry Association (BTIA). Director Guerrero is the Founder and Lead Consultant/Trainer of RGConsultingBz and has over 45 years of experience as a corporate executive in the private sector. He has worked in various corporations at senior levels of executive management in areas of finance, marketing, strategic development, organizational transformation, inclusive of consultancies, and training within said fields. In the span of his career, he also served on several Boards and presently serves as Chairman of the Belize Institute of Management (BIM) and as Director of the following organizations: BTIA, PACT, and Galen University. Director Guerrero holds a Diploma in Business Administration and a host of certificates in a wide range of business-related subjects.

Rene Nunez – Director, Ministry of Finance

Currently employed in the Ministry of Finance as Project Director, Director Nunez has over 25 years of operations management experience.  Director Nunez has worked in both the public and private sectors.  He was Executive Officer in the Ministry of Economic Development (1993-94) and Minister Counselor at the Permanent Mission of Belize to the United Nations (2003-2005). Director Nunez served as Assistant to the President and Director of International Programs at Spalding University and as Associate Director of the Bluegrass Community Health Center at Eastern Kentucky University as well as General Manager of Laru Beya Resort in Placencia.

Director Nunez has a Bachelor of Science Degree in International Economic Development from Georgetown University.

Servulo Baiza – Director, Min. of Agriculture

Director Servulo Baeza serves as an Ex-Officio Director representing the Ministry of Agriculture. He was appointed on February 1, 2021, and is currently serving his first term.

Director Baeza is the Chief Executive Officer of the Ministry of Agriculture, Food Security and Enterprise. He brings a wealth of experience in state affairs as a past Minister of Government in the Ministries of Health, Agriculture, Housing, and Minister of State in the Ministry of Natural Resources and the Environment. As an educator, he lectured at Muffles High School, Muffles Junior College, and St. John’s Junior College. He also has first-hand experiences within the cane and cattle industries. He holds a Bachelor’s Degree in Economics and Biology from Gonzaga University in Spokane, Washington, USA.

Osmond Martinez – Director, Min. of Economic Development

Director Osmond Martinez serves as an Ex-Officio Director representing the Ministry of Economic Development. He was appointed on May 10, 2021.

Director Martinez is the Chief Executive Officer in the Ministry of Finance, Economic Development, and Investment. He brings a wealth of experience in education, economics, sustainable tourism development, poverty alleviation and socio-economic development, and poverty resilience.  His career spanned various fields including Regional Manager for Farallon Aquaculture S.A. of Panama, a post that required interaction with businesses associated with shrimp larvae production throughout Central America, Venezuela, and Ecuador. He also started the first plastic recycling business in Belize exporting products to Taiwan and Mexico.

Director Martinez holds a Doctorate Degree in Economics with a focus in Poverty and Social Development from the Universidad de Baja California, Mexico. He also holds a Master’s Degree in Economic Development, a Master’s Degree in Education with a concentration in Spanish as a Second Language, and a Bachelor’s Degree in Agriculture.

Nikita Usher – Director, Belize Chamber of Commerce and Industry

Director Nikita Usher

Director Nikita Usher was appointed on February 1, 2021, as a Private Sector Director nominated by the Belize Chamber of Commerce and Industry.

Director Usher is currently serving as Co-CEO in an acting capacity, with his substantive post being Chief Administration Manager/Group Sales Manager for Citrus Products of Belize Limited (CPBL).  He brings a wealth of experience in the agriculture industry, namely citrus, where he has worked for the past 30 years with 20 years in Management capacity.

Director Usher was elected to the board of the Belize Chamber of Commerce and Industry in 2012 and was later elected as President in 2016 to serve one term (2 years) and was re-elected to serve in 2018 for a second term which ended in 2020.  He also currently serves on the Economic Development Council, National Environment Assessment Committee, and Labor Tripartite Body.  He holds a Bachelor of Science degree in Business Administration.

Fermin Magana – Director, Association of Tertiary Level Institutions of Belize

Director Fermin Magaña was appointed on March 1, 2019, as a Private Sector Director, nominated by the Association of Tertiary Level Institutions of Belize.

Director Magaña is the Dean of Sacred Heart Junior College and has 19 years of experience within the academic field. In the span of his career, he also served in several membership capacities including ATLIB, co-founder of SHJC Hands for Life Club, and AIESEC. He holds a Masters of Business Administration in Management and a Licentiate in Economics.

Wayne Piper – Director, BAR Association

Director Wayne Piper, LLB, CLE, was appointed on April 1, 2021 as a Private Sector Director, nominated by the BAR Association of Belize.

Director Piper is an Attorney-at-Law and is a partner in the firm Flores Piper LLP.  In the span of his career, he has maintained law practices in Belize and Jamaica specializing in Corporate and Commercial Law, Civil Litigation, Real Estate, Employment, and Intellectual Property Law. He is a past secretary of the Bar Association of Belize and has previously served as Director of the Jamaica Motoring Club.

Director Piper was called to the Bar in Jamaica in 2011 and in Belize in 2014.  He holds a Legal Education Certificate from Norman Manley Law School, a Bachelor of Laws from the University of London, a Diploma in Human Resource Management from University College of the Caribbean, and a Bachelor of Arts in Philosophy from the University of the West Indies (Mona).

Warren Coye – Director, Institute of Chartered Accountants of Belize

Director Warren Coye was appointed on November 1, 2021, as a Private Sector Director nominated by the Institute of Chartered Accountants of Belize. He is currently the Chair of the Audit and Risk Management Committee and is a member of the Board of Management Committee.

Director Coye is a practicing member of Belize’s Institute of Chartered Public Accountants and has been a member since 1999. He has served and currently serves in several capacities on boards and committees that include: Former President of the Institute of Chartered Accountants of Belize, the Supervisory Committee of the Holy Redeemer Credit Union as Chair, and Member of the Belize Tax Appeals Board. He is an avid amateur road cyclist and former Olympian.

Director Coye acquired his Bachelor’s degree in Accounting from St. Thomas University, Florida in 1989. He later became licensed as a Certified Public Accountant in 1996 by the California State Accountancy Board. Since 1996, he has been a Managing Partner of Coye & Associates, specializing in various areas in audit and consultancy services. For over twenty years he has helped clients in both the public and private sector establish sound financial systems and adopt best practices to achieve both stability and success.

Makeup of the Board of Directors

A Board of Directors is appointed by the Minister of Finance to provide effective governance over the management and administration of the Corporation and is accountable to its owners for fulfilling the purposes of the Corporation. The Board of Directors is comprised of nine (9) members selected as follows:

  • The Chair – One (1) person, not being a person holding an office of emolument in the Public Service of Belize, appointed by the Minister of Finance;
  • Five (5) persons representing the Private Sector and drawn from:
    • Belize Chamber of Commerce and Industry
    • Belize Bar Association
    • Belize Institute of Chartered Accountants
    • Association of Tertiary Level Institutions of Belize
    • Belize Tourism Industry Association

 

  • Three (3) Government Representatives, as follows:
    • The Financial Secretary (or a representative appointed by the Financial Secretary)
    • The Chief Executive Officer of the Ministry of Economic Development (or a representative appointed by the CEO)
    • The Chief Executive Officer (Agriculture) in the Ministry of Natural Resources and Agriculture (or a representative appointed by the CEO)
