THE POSITION

The Compliance Officer supports the execution and continuous improvement of the Corporation’s compliance framework, including regulatory, AML/CFT/CPF, and funding agency requirements.

The role is responsible for monitoring compliance activities, supporting investigations, maintaining compliance documentation, and promoting a strong culture of compliance across the Corporation. The incumbent applies sound judgment in interpreting regulatory requirements and assists in embedding compliant practices within business operations.

Education & Experience

  • Bachelor’s degree in Business Administration, Accounting, Finance, Risk Management, Law or a related field; with a minimum of three (3) years of relevant work experience in a financial institution (accounting, risk management, compliance, or audit functions

OR

  • Associate’s degree in one of the related fields with a minimum of five (5) years of relevant experience in a financial institution

Professional Certification in AML/CFT/CPF (e.g., AMLCA, CAMS, AMLFC, or equivalent) is required

Key Responsibilities Include:

  • Support the implementation and monitoring of compliance systems, controls, and procedures in line with AML/CFT/CPF regulations and funding agency requirements.
  • Conduct compliance testing and ensure adherence to internal policies, laws, and regulatory standards.
  • Assist with maintaining and updating the AML/CFT/CPF Compliance Manual, policies, and records to support audits and reviews.
  • Assist in reviewing and investigating Unusual Transaction Activity Reports (UTARs) and other compliance breaches and escalate material issues as required.
  • Support the preparation of compliance reports for Senior Management, Board Committees, regulators, and funding agencies.
  • Liaise with regulators, supervisory bodies, and internal departments on compliance matters, including inspections and audits.
  • Promote compliance awareness through training and provide guidance to staff on regulatory requirements.
  • Assist in assessing compliance risks and integrating compliance into business processes and initiatives.
  • Conduct research on regulatory developments and support continuous improvement of the compliance framework.
  • Provide coverage for the Compliance Manager when required to ensure continuity of compliance activities.

Required Knowledge, Skills & Abilities

  • Working knowledge of financial sector regulations, AML/CFT/CPF frameworks, and industry best practices
  • Ability to uphold regulatory requirements and compliance standards
  • Strong analytical and problem-solving skills with high attention to detail
  • Effective communication skills (written, verbal, and interpersonal), with the ability to engage stakeholders at all levels
  • Sound judgment and integrity, with the ability to handle confidential and sensitive matters with discretion
  • Ability to work independently, manage competing priorities, and meet deadlines
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Understanding of DFC’s mandate as a development finance institution is an asset
